SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 216 of Article 13 of the Code of Public Local
Laws of Maryland, title "Harford County, " sub-title
"County Commissioners, " (Higinbotham's 1942 Laws), be
repealed and re-enacted with amendments to read as fol-
lows:
216. The said Commissioners shall have the power
(a) To establish a Merit System in connection with the
appointment or employment of all County employees.
(b) To establish and maintain a group insurance plan,
for the benefit and advantage of its officers and employees,
with necessary qualifications and terms of admission.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1945.

AN ACT to repeal and re-enact, with amendments, sub-
section (a) of Section 12 of Article 95A of the Anno-
tated Code of Maryland, (1943 Supplement), title "Un-
employment Compensation, " sub-title "Employment
Service, " sub-heading "Maryland State Employment
Service, " to provide for the resumption of the operation
of the Maryland State Employment Service whenever
the needs of national defense permit, and for the restora-
tion of the personnel of such Employment Service, under
certain conditions, to the Employees' Retirement System
of the State of Maryland, and repealing all Acts and
parts of Acts inconsistent therewith.

Annotated Code of Maryland, (1943 Supplement), title
"Unemployment Compensation, " sub-title "Employment
Service, " sub-heading "Maryland State Employment Serv-
ice, " be and the same is hereby repealed and re-enacted,
with amendments, to read as follows:

12. (a) Maryland State Employment Service.,
