the immediate preservation of the public health and safety
and being passed by a yea and nay vote, supported by three-
fifths (3/5) of all of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

(Senate Bill 449)
AN ACT to repeal and re-enact, with amendments, Section
3 of Chapter 761 of the Acts of the General Assembly of
Maryland, 1943, relating to tax sales, eliminating Somer-
set County from the provisions of said Act.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 3 of Chapter 761 of the Acts of the General
Assembly of Maryland, 1943, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
3. All Acts and parts of Acts whether Public General
or Public Local, inconsistent with the provisions of this
Act, be and the same are hereby repealed to the extent of
such inconsistency; but all laws repealed by this sub-title
shall nevertheless remain in force in respect to any and all
tax sales made or instituted prior to the effective date of
this Act. Any and all tax sales made or instituted after
the effective date of this Act shall be made only in accord-
ance with the provisions hereof; provided that this Act
shall not refer to Allegany County, Somerset County, Har-
ford County and Worcester County nor affect the provisions
of Articles 1, 13, 20 and 24, respectively, of the Code of
Public Local Laws of Maryland.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
