Section 1304 of the Prince George's County Code (1943),
title "Prince George's County", sub-title "Takoma Park",
and Section 1105 of the said Montgomery County Code,
title "Montgomery County", sub-title "Takoma Park", and
to repeal Section 1298 of the said Prince George's County
Code, title "Prince George's County", sub-title "Takoma
Park", be and the same are hereby repealed and a new
Section 1105 of the said Montgomery County Code and a
new Section 1298 of the said Prince George's County Code
be and the same are enacted in lieu thereof to read as
follows:
1105 (1298). (A) The Council shall appoint a clerk
and a treasurer, (both offices may be combined in one per-
son), a superintendent of public work, chief police officer
and necessary policemen and may appoint such assistant
clerks as are necessary.
(B) The clerk shall keep minutes of the proceedings of
the Council and shall preserve the same in a good and sub-
stantial manner and such records shall be open to inspec-
tion of all persons interested therein; he shall be the cus-
todian of the records of the Town.
(C) The treasurer shall receive and collect all general
and special taxes and all other monies whatever due the
Town and shall disburse the same as directed and author-
ized by the Council; he shall submit a detailed monthly
and annual report of all money received and disbursed.
(D) The superintendent of public work, under the direc-
tion of the Mayor and Council shall have direct charge of
all public work of the Town; he shall be custodian of the
general property of the Town, machinery, tools, motor
equipment, etc., and shall be responsible for its care and
use and upkeep; he shall have charge and direction of the
working forces of the Town and shall oversee any work
performed under contract; he shall attend the meetings of
the Council and shall ad. vise the Mayor and Council as to
the condition of the public work; he shall incur no expendi-
tures of public funds except as authorized by the Mayor
and Council.
(E) The chief police officer shall act under the direc-
tion of the Mayor and shall perform such duties as the
Mayor shall direct. He shall preserve the peace, prevent
disorderly or irregular meetings and shall enforce all ordi-
nances of the Town; he shall serve such notices and pro-
cesses required by this Charter or by any ordinance passed
by virtue thereof, as directed. Policemen appointed by the
