with the issue of the loan hereby authorized, and for the pay-
ment of the advertising directed by this Act, and all other in-
cidental expenses connected with the execution of its provi-
sions in connection with said loan.

SEC. 6. And be it further enacted, That the actual cash pro-
ceeds of the sale of Certificates of Indebtedness to be issued
under this Act shall be paid to the Treasurer of the State upon
the warrant of the Comptroller, and such proceeds shall be
used exclusively for the following purposes, to wit:

The Comptroller shall immediately upon the sale of and pay-
ment for said bonds or Certificates of Indebtedness, first return
to and credit the Treasury for a sum equivalent to the amount
expended, as provided for by Section 5 of this Act"; the re-
mainder of the proceeds of said loan shall be credited on the
books of the State Treasury Department, to be expended as
needed by the State upon approval by the Board of Public
Works, in accordance with legislation enacted by the General
Assembly of Maryland at its 1945 Regular Session or at sub-
sequent sessions, authorizing a program for post-war recon-
struction and development.

SEC. 7. And be it further enacted, That the County Com-
missioners of the several counties of the State and the Mayor
and City Council of Baltimore are hereby respectively directed
to levy the State taxes for the year 1947 at one-quarter (1/4) of
a cent on each One Hundred Dollars ($100. 00) of assessable
property; for the year 1948 at one-half (1/2) of a cent on each
One Hundred Dollars ($100. 00) of assessable property; for the
years 1949 to 1962, inclusive, at one and three-quarters (1 3/4)
cents on each One Hundred Dollars ($100. 00) of assessable
property, to be collected according to law, to meet the interest
on the amount of said certificates outstanding, and also to meet
and redeem so much of the principal in each of said years as
may be represented by Certificates redeemable in each year,
respectively, as herein specified in Section 2 of this Act.

SEC. 8. And be it further enacted. That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
