porate limits of the City of Baltimore. Property already
devoted to a public use may be acquired by the Baltimore Re-
development Commission; provided, however, that no real
property belonging to the State of Maryland or the Mayor and
City Council of Baltimore or of the Baltimore Housing Au-
thority may be acquired without the consent of said State or
of said City or of said Baltimore Housing Authority, as the
case may be. No property taken by the Baltimore Redevelop-
ment Commission, by exercise of the power of eminent domain,
shall be taken without just compensation, as agreed upon be-
tween the parties, or awarded by a Jury.

SEC. 2. And be it further enacted, That the aforegoing
Article hereby proposed as an amendment to the Constitution
of Maryland, shall, at the Election to be held in November,
1946, be submitted to the legal and qualified voters of the
State of Maryland, for their adoption or rejection, in pur-
suance of the directions contained in Article 14 of the Consti-
tution of Maryland, and at the said General Election, the vote
on the said proposed amendment to the Constitution shall be
by ballot, and upon each ballot there shall be printed the
words "For Constitutional Amendment", and "Against Consti-
tutional Amendment", as now provided by law, and imme-
diately after said Election, due return shall be made to the
Governor of the vote for and against said proposed amend-
ment, as directed by Article 14 of the Constitution, and said
proceedings had in accordance with said Article 14.

CHAPTER 660.
(House Bill 376)

AN ACT to repeal and re-enact, with amendments, Section
139 of Article 3 of the Code of Public Local Laws of Mary-
land (1930 Edition),. title "Baltimore County", sub-title
"County Commissioners"; further to repeal and re-enact,
with amendments, Section 234 of said Article under the sub-
title "Fire Department"; further to repeal and re-enact, with
amendments, Section 525 of said Article under the sub-title
"Police and Police Stations"; and further to repeal and
re-enact, with amendments, Section 574 of said Article
under the sub-title "Roads and Streets", to provide that the
Secretary to the County Commissioners shall perform cer-
tain clerical functions heretofore assigned by law to the
