able time, pay to the several incorporated municipalities of
said County 50% of all fines, penalties and forfeitures received
by them arising from the violation of the ordinances of any of
the said incorporated municipalities, and provided further that
in Washington, Prince George's, St. Mary's, Montgomery, Alle-
gany, Anne Arundel, Calvert and Carroll Counties the County
Commissioners shall within a reasonable time, pay to the sev-
eral incorporated municipalities of said counties all fines, pen-
alties and forfeitures received by them arising from the viola-
tion of the ordinances of any of the said incorporated munici-
palities; it being the intention that, although the fines, penal-
ties and forfeitures received by the County Commissioners are
to be remitted to the municipalities in the proportions named,
the costs or fees imposed and collected by said trial magis-
trates and remitted to the County Commissioners, are. to be
retained by said County Commissioners.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

(House Bill 351)
AN ACT to propose an amendment to Section 1(c) of Article
11B of the Constitution of Maryland, title "Baltimore Tie-
development Commission", relating to the use of the power
of eminent domain, and to provide for the submission of
said Amendment to the qualified voters of the State of
Maryland, for adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of Mary-
land (three-fifths of all members of each of the two Houses
concurring), That the following be and the same is hereby
proposed as an amendment to Section 1(c) of Article 11B of
the Constitution of Maryland, title "Baltimore Redevelopment
Commission", the same, if adopted by the qualified voters of
the State of Maryland, as herein provided, to become a part
of the Constitution of Maryland.

(c) The Baltimore Redevelopmnet Commission shall have
authority to use the power of eminent domain to acquire any
land needed for any redevelopment project within the cor-
