relating to the subject matter of this sub-title, may be con-
tinued under such other law or under this sub-title, or at the
option of the governing body may be discontinued and new
proceedings instituted under this sub-title. Except in pur-
suance of any contract or agreement theretofore entered into
by and between any municipality and any Federal agency, no
municipality shall borrow any money or issue any bonds pur-
suant to the provisions of this sub-title after June 1, 1947.
It is the purpose of this sub-title to enable municipalities
to, secure the benefits of any agency of the Federal Govern-
ment engaged in a works program, to encourage public works,
to reduce unemployment and thereby to assist in the national
recovery and promote the public welfare, and it is also the
purpose of this sub-title to enable municipalities to accept
and secure the assistance and benefits of any agency of the
Federal Government given to encourage or to aid in the con-
struction or acquisition of public works, made necessary by
and connected with the prosecution of the war, and to these
ends municipalities shall have power to do all things necessary
or convenient to carry out said purpose in addition to the
express powers conferred in this sub-title. This sub-title is
remedial in nature and the powers hereby granted shall be
liberally construed.
SEC. 2. And be it further, enacted, That this Act shall take
effect June 1, 1945.

AN ACT to repeal and re-enact, with amendments, Section 11
of Article 36 of the Annotated Code of Maryland (1943 Sup-
plement), title "Fees of Officers", sub-title "Bailiffs", pro-
viding for an increase in compensation of Court Bailiffs in
Queen Anne's County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 11 of Article 36 of the Annotated Code of
Maryland (1943 Supplement), title "Fees of Officers", sub-title
"Bailiffs", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
