said county, to be appointed by the Treasurer at a salary not
exceeding Eighteen Hundred Dollars ($1, 800) per annum, pay-
able monthly, which salary shall be annually levied for by the
County Commissioners of Howard County. The Clerk so ap-
pointed shall hold the position at the pleasure of the Treas-
urer, and shall perform such duties as shall be designated
from time to time by the Treasurer.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

(House Bill 226)
AN ACT to repeal and re-enact, with amendments, Section 20
of Article 31 of the Annotated Code of Maryland (1943.
Supplement), title "Debt — Public", sub-title "Public
Works"? extending the time during which bonds may be
issued f or public works by the several political subdivisions
of the State and the purpose for which said political sub-
divisions of the State may accept assistance of any agency
of the Federal Government to include the construction or
acquisition of public works made necessary by the war
effort.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 20 of Article 31 of the Annotated Code of
Maryland (1943 Supplement), title "Debt—Public", sub-title
"Public Works", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
20. The powers conferred by this sub-title shall be in
addition and supplemental to the powers conferred by any
other law, and bonds, interim certificates or other obligations
may be issued hereunder for any project notwithstanding that
any other law may provide for the issuance of bonds, interim
certificates or other obligations' for like purposes and without
regard to the requirement, restrictions or other provisions
contained in any other law. Bonds may be issued under this
sub-title notwithstanding any debt, or other limitation pre-
scribed by any other law, and the mode and method of pro-
cedure for issuance of bonds under this sub-title need not
conform to the provisions of any other law. Any proceedings
heretofore taken under any other law by any municipality
