Blank forms for such applications shall be furnished by the
said Board of Police Examiners, without charge, to all per-
sons requesting the same. The applicant shall file with the
said Board of Police Examiners, in connection with his appli-
cation, such certificates of citizens, physicians, public officers
or others having knowledge of the applicant, as the good of
the service may require. The said Board of Police Examiners
shall refuse to examine an applicant, or after an examination
to certify an eligible who is found to lack any of the estab-
lished preliminary requirements for the examination or posi-
tion to which he applies; or who is physically so disabled as
to be rendered unfit for his performance of the duties of
the position to which he seeks appointment or promotion or
who is addicted to the habitual use of intoxicating beverages
to excess; or who has been guilty of a crime or of infamous or
notoriously disgraceful conduct, or who has been dismissed
from the public service for delinquency or misconduct, or who
has intentionally made a false statement of any material fact,
or practiced or attempted to practice, any deception or fraud
in his application, in his examination, or in securing his
(eligibility or appointment. No member of the police force who
has not served thereon at least five (5) years shall be admitted
to any examination for advancement to the grade of sergeant.

SEC. 2. And be it -further enacted, That this Act shall take
effect June 1, 1945.

(House Bill 160)

AN ACT to repeal and re-enact, with amendments, Section 492
of Article 4 of, the Code of Public Local Laws of Maryland
and Baltimore City Charter (1938 Edition), title "Balti-
more City", sub-title "Criers, Bailiffs, Watchmen and Stenog-
raphers", increasing the compensation of the night watch-
men in the several courts of Baltimore City.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 492 of Article 4 of the Code of Public
Local Laws of Maryland and Baltimore City Charter (1938
Edition), title "Baltimore City", sub-title "Criers, Bailiffs,
Watchmen and Stenographers", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
