aid shall not be allowed for the fifth, or any additional aca-
demic assistant, unless for each of such additional assistants,
there are thirty-five additional pupils enrolled. State aid shall
be allowed for part-time special teachers employed in any high
school under rules and regulations prescribed by the State
Board of Education. State aid on account of any high school
principal or teacher shall not exceed one-half of the salary
paid to such principal or teacher.
SEC. 2. And be it further enacted, That this Act shall take
effect July 1, 1945.

AN ACT to repeal and re-enact, with amendments, Sections
486, 487 and 489 of Article 21 of the Code of Public Local
Laws of Maryland '(1930 Edition), title "Talbot County",
sub-title "St. Michaels", sub-heading "Utilities Commission",
and to add two new sections to said Article, to be known as
Sections 489A and 489B and to follow immediately after
Section 489 of said Article, relating to the membership of
the Utilities Commission of St. Michaels, the audi^t of its
books and disposal of its profit and providing for the crea-
tion and expenditure of a Sinking Fund and the St. Michaels
Improvement Fund.
SECTION 1. Be it enacted 'by the General Assembly of Mary-
land, That Sections 486, 487 and 489 of Article 21 of the Code
of Public Local Laws of Maryland (1930 Edition), title "Tal-
bot County", sub-title "St. Michaels", sub-heading "Utilities
Commission", be and they are hereby repealed and that two new
sections be and they are hereby added to said Article 21, said
new sections to be known as Sections 489A and 489B, to
follow immediately after Section 489 of said Article, and to
read as follows;
486. The Commissioners of St. Michaels are hereby au-
thorized and empowered to appoint three citizens and tax-
payers of the. said town to constitute a Utilities Commission
to have charge of the lighting of the streets of said town and
supplying the citizens thereof and vicinity with electrical light
and power, provided that said taxpayers so appointed shall be
