Section 34. That should any section, sections, or part or
parts of a section of this Act be held invalid for any reason
whatever, such holding shall not be construed as affecting the
validity of any remaining section or part of a section of this
Act, it being the legislative intent that the remainder of this
Act shall stand and would have been passed notwithstanding
such invalidity or elimination of any portion or portions
hereof.
Section 35. That, this Act is hereby declared to be an emer-
gency law and necessary for the immediate preservation of the
public health and safety, and being passed by a yea and nay
vote supported by three-fifths of all the members elected to
each the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 232)
AN ACT to add a new section to Article 93 of the Annotated
Code of Maryland (1943 Supplement), title "Testamentary
Law", sub-title "Orphans' Court", said new section to be
known as Section 243B and to follow immediately after
Section 243A of said Article, relating to the transfer of title
to boats or vessels of decedents in certain cases without ad-
ministration in the Orphans' Court.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it i§ hereby added to Article
93 of the Annotated Code of Maryland (1943 Supplement),
title "Testamentary Law", sub-title "Orphans' Court", said
new section to be known as Section 243B, to follow immedi-
ately after Section 243A of said Article, and to read as follows:
243B. When the assets of a decedent's estate consist only
of a boat or vessel, the appraised value of which does not
exceed $500. 00, the United States Collector of Customs may,
upon proof satisfactory to him that all debts and taxes owed
by the decedent have been paid, transfer the certificate of
registration to such boat or vessel to the person entitled
thereto, and in such case, no administration of the decedent's
estate need be had. An affidavit signed by two persons to the
effect that they have personal knowledge as to the value of
boats of the type of the particular boat involved and that the
