Fire Department building, including architect's fees, ac-
tual construction cost, and all other incidental charges in
relation thereto, and, in addition, said Treasurer shall pay
the purchase price of any equipment or apparatus acquired
by said Hillandale Volunteer Fire Department, Incorpo-
rated, in connection with the expansion of its activities.
Any balance of said funds so deposited in the custody of
said Treasurer, after making the foregoing disbursements,
shall, upon the completion thereof, be transferred by said
Treasurer to the general funds of said Hillandale Volunteer

Fire Department, Incorporated, to be used for contin-
gencies in said expansion program and also for the mainte-
nance, repair, upkeep and operation of said Fire Depart-

ment as so expanded. Before said Treasurer shall make
any of the foregoing disbursements he shall first procure
the approval thereof from said Fire Board and no dis-
bursements of any nature whatsoever shall be made by
him unless and until such approval shall have been ob-
tained and endorsed on the voucher, requisition or other
instrument calling for the payment or disbursal of any
of such funds.

SEC. 3. And be it further enacted, That the maturing
principal and interest of the bonds hereby authorized shall
be primarily payable from the proceeds of the collection
of so much of the tax authorized to be levied by Chapter 570
of the Acts of the General Assembly of Maryland passed
at the 1943 Session as shall actually be levied in the area
therein established, or from time to time enlarged. In
each year that any of the bonds hereby authorized may be
outstanding, the County Commissioners of Montgomery
County are hereby authorized and directed to levy said tax
in an amount sufficient to provide funds to meet the budget
of the Hillandale Volunteer Fire Department, Incorporated,
and also funds to meet the principal and interest maturity
payments on the bonds hereby authorized and, in every
such year, said tax shall be levied at such rate, not exceed-
ing the maximum rate allowed by law, as will produce suffi-
cient funds for the maintenance and operation expenses
hereinabove referred to and for the debt service on the
bonds hereby authorized. If, at any time, said tax, levied
at the maximum rate now or hereafter authorized by law,
shall prove inadequate for the foregoing purposes, then
the County Commissioners of Montgomery County shall
and they are hereby directed and empowered to levy un-
limited ad valorem taxes upon all the assessable property
within the corporate limits of the County sufficient in
amount to make up the deficiency in the sum necessary
to meet the principal and interest maturities of any of the
