become due and payable or to redeem any of said bonds now
outstanding before their respective maturities. The said Coun-
ty Commissioners may also, in their discretion, appropriate and
levy such sum or sums to be credited to said Sinking Fund as
they may deem desirable and to invest and re-invest said funds,
from time to time, only in United States Government bonds or
bonds of the State of Maryland.

SEC. 2. And be it further enacted, That after any funds or
Investments shall have been transferred to or credited to said
Sinking Fund, it shall be unlawful for the County Commis-
sioners of Worcester County or any other officer of said county
to use any of said funds for any other purpose than for the
payment of the interest and the principal of the bonds of said
County now outstanding.

SEC. 3. And be it further enacted, That Sections 1 to 6,
inclusive, of Article 24 of the Code of Public Local Laws of.
Maryland (1930 Edition), title "Worcester County", sub-title
"Almshouses", be and they are hereby repealed.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 53.
(House Bill 46)

AN ACT to repeal Section 48 of Article 41 of the Annotated
Code of Maryland (1939 Edition), title "Governor—Execu-
tive and Administrative Departments", sub-title "Governor",
and to enact in lieu thereof a new section to be known as
Section 48 of said Article 41, said new section to follow
immediately after Section 47 of said Article and relating
to the remission of fines or forfeitures by the Governor.

WHEREAS, Informers' fees have been abolished by Section 3
of Article 38 of the Annotated Code, thereby making the pro-
visions of Section 48 generally inapplicable; therefore
