to public libraries under the provisions of Chapter 15 of
Article 77 of the Code of Public General Laws, or the
benefits which may hereafter be extended to such public
libraries by any other provision of public general or local
law, the Takoma Park, Maryland, Library Association shall
be deemed to have been created and as currently function-
ing under the provisions of said Chapter 15 and such other
public or local law; and the said Takoma Park, Maryland,
Library Association is hereby declared eligible to receive
all such benefits under the provisions of existing law or
as may hereafter be extended to public libraries in this
State including the right to participate in all direct or
indirect State or County aid, support or assistance, finan-
cial or otherwise, which may be authorized. In determin-
ing the amount to be certified to the Mayor and Council
for the requirements of the Takoma Park Library for the
next ensuing year as provided in this Section the Takoma
Park, Maryland, Library Association shall give considera-
tion to and make allowance for assistance or benefits re-
ceived by it from the State of Maryland, or either Mont-
gomery or Prince George's counties.

(976-C. ) Every sixty days the Mayor and Council of
Takoma Park shall remit the whole amount of the taxes
so collected to the Treasurer of the said Takoma Park,
Maryland, Library Association, its successor or successors,
upon the Treasurer giving a corporate bond to the said
Mayor and Council to be approved by the Circuit Court
for Montgomery County in a penal sum to be fixed by the
Circuit Court conditioned upon the faithful discharge of
the duties of said Treasurer. From the money so received
the Treasurer of the said Takoma Park, Maryland, Library "
Association, its successor or successors, shall pay all
proper costs, expenses, claims and demands, including
salaries to a librarian and other employees, the purchase
price of such real and personal property as may be neces-
sary to establish, maintain and operate said library and the
principal and interest on encumbrances on any real estate
now owned or hereafter acquired by said Takoma Park,
Maryland, Library Association as the same shall become due
and payable, that are necessary to properly establish,
maintain and operate said library. Should the tax so col-
lected in any one year be inadequate to defray the said
costs, expenses, claims and demands such deficiency shall
be added to the amount required for the next ensuing year
and levied and collected in the next year's taxes. Nothing
contained in this Act shall be deemed to authorize or
require the Mayor and Council to increase the town tax
