rate; and the legislative intent is hereby declared to author-
ize and direct the Mayor and Council to continue to pay
over to the Takoma Park, Maryland, Library Association
as in the past from the proceeds of the town taxes such
amounts annually as may be reasonably necessary for the
purposes of this Act within the sound discretion of the
Mayor and Council and the Takoma Park, Maryland,
Library Association, but in any event not less than the
tax of 5 cents on each hundred dollars of assessable basis
authorized and directed to be levied by this sub-title.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1945.

CHAPTER 415.
(Senate Bill 415)

AN ACT to authorize the Mayor and Common Council of
the Town of Fairmount Heights to borrow Twenty-five
Thousand Dollars ($25, 000. ) upon the faith and credit
of said Town for the purpose of constructing or im-
proving roadways, alleys, curbs, sidewalks, gutters and
flood-control sewers for said Town and to issue bonds
therefor and to make assessments and to levy taxes to
pay the principal and interest of said bonds.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That the Mayor and Common Council of the Town of
Fairmount Heights is hereby authorized to borrow upon
the faith and credit of the Town the amount of $25, 000.
and to issue and sell from time to time twenty-year coupon
bonds not exceeding that amount. The entire proceeds of
such bonds, after payment of costs or engraving and all
other incidental costs and expenses connected with the.
issuance of said bonds, shall be used by the Mayor and
Common Council, either alone or in connection with the
use of such Federal funds as may be made available, for
the construction or improvement of roadways, alleys, curbs,
sidewalks, gutters and flood-control sewers within the
Town of Fairmount Heights.

SEC. 2. And be it further enacted, That the Mayor and
Common Council of said Town shall have authority to pre-
scribe by ordinance or resolution the form and tenor of
