348 LAWS OF MARYLAND. [CH. 376

22A. The County Commissioner of Wicomico County shall
have the following expressed powers:

(a) To acquire by purchase, gift or condemnation real or
leasehold property needed for any public purpose and to erect
buildings thereon for the benefit of the County, and to lease,
rent or otherwise deal with any such property for the benefit
of the County, and to dispose of any such real or leasehold
property belonging to the County when no longer needed for
public use.

(b) To license and regulate the location, operation and con-
struction of trailer camps, gypsy camps, tourist camps, trail-
ers, dance halls, carnivals, circuses, race tracks, fortune telling,
palm reading, and spiritualism when not practiced by recog-
nized religious bodies or ordained ministers, outside the limits
of incorporated towns and cities in the County, and inside the
limits of incorporated towns and cities whose charter pro-
visions contain no such provision to license and regulate them
or any of them. The power to license and regulate shall include
the power to refuse such license.

(c) To provide for grading, paving, re-grading, re-paving,
curbing, re-curbing, repairing or maintaining any road or
street, now", or hereafter condemned, ceded, opened, widened,
extended or straightened as public property and for levying for
the cost thereof on the assessable basis of the County;

(d) To require the owners of lots outside the limits of in-
corporated towns and cities to grade, re-grade, pave, re-pave or
repair the foot-ways in front thereof and to provide penalties
for failure or refusal to comply with such requirement.

(e) To prescribe rules and regulations governing the width
and grades of all roads, streets, alleys, lanes, avenues, thoro-
fares, and public highways laid out in any and all subdivisions
or re-subdivisions of land outside the limits of incorporated
towns and cities; and also to establish building lines, zoning
and other regulations pertaining to any such subdivisions or
re-subdivisions of land, and for the purpose of putting this
sub-section into effect, no plat or plan of any such subdivision
or re-subdivision shall hereafter he received by the Clerk of
the Circuit Court for Wicomico County for recording among
the Land Records of said Wicomico County until the said plat
or plan has been approved in writing by the County Commis-
sioners for Wicomico County and said approval stamped there-
on; and no such road, street, alley, lane, avenue, thorofare or
highway shall be accepted for public use unless the plat and
location thereof shall have been submitted to and approved in
writing by said County Commissioners; and said County Com-
missioners shall have the further right to require the installa-
tion of permanent markers or boundary stones at all street,
road, lane or highway intersections or at points thereon of
