employ a competent man to serve as Special Police Officer for
the hereinafter designated area of North Beach Park. They
shall select such officer only from lists of persons approved for
said position by The North Beach Park Citizen's Association.
Within the said area of North Beach Park only, the Special
Police Officer shall have and exercise all the powers and juris-
diction of a regular member of the Anne Arundel County
police force, and all powers of making arrests possessed by
deputy sheriffs of the State of Maryland under the general law
of the State, in enforcing the laws of the State of Maryland or
of Anne Arundel County, including rules of the road and
traffic regulations. He shall have such duties, be subject to
such rules and regulations, and receive such salary, expenses,
and allowances, as may from time to time be prescribed by the
said County Commissioners; and he shall be subject to removal
at any time by the County Commissioners for any reason in
their discretion without regard to fault or wrongdoing on his
part.

395. In the event that the County Commissioners of Anne
Arundel County shall decide to appoint a Special Police Officer
for the hereinafter designated area of North Beach Park, there
is hereby created and established a special taxing district of
North Beach Park having the boundaries of the "Sub-division
of North Beach Park, A Re-division of Holland Point Addition
to North Beach Park" as shown on the plats of said sub-division
recorded among the land records of Anne Arundel County in
Cabinet 1, Rod F, plat 15 and Cabinet 1, Rod G, plat 1 (form-
erly recorded in Plat Book W. N. W. 2, folios 30 and 70). The
said County Commissioners are hereby authorized, empowered
and directed, in event a Special Police Officer for North Beach
Park is about to be appointed, to levy annually a special tax
upon all assessable property in said area to provide sufficient
funds to pay the salary, expenses and allowances of such
Special Police Officer, and all expenses of the County in assess-
ing, levying, and collecting the said tax, administering the
fund thereby created, and any and all other expenses of the
County incident to administering said service to said area.
The County Commissioners shall endeavor not to levy any tax in
excess of the funds needed for said purposes. The proceeds of
said tax shall be kept as a special fund designated as the North
Beach Park Tax Fund, and all expenditures in pursuance of
the service herein provided for shall be charged against said
fund. An itemized statement of the receipts and expenditures
credited to or charged against said fund and the unexpended
balance remaining in said fund and carried over from year to
year, shall be published at the time of publication of the
annual budget for Anne Arundel County, The said tax fund
shall be administered so far as possible as to maintain a suffi-
