consistent with this sub-title for the examination and licensing
of well drillers and such examinations may be oral or written
and shall be of a practical nature.

22. The Department shall, upon payment of the required
fee, issue licenses to such persons as have by said examination
shown themselves competent, and qualified to engage in the
business, trade or calling of well driller.

23. The Department shall have the power to revoke the
license of any well driller if the same was obtained through
error or fraud, or if the recipient thereof has a second time
wilfully violated any of the provisions of this sub-title or any
of the lawful rules or regulations prescribed by said Depart-
ment. Any person whose license has been revoked may, after
the expiration of one year from the date of such revocation,
apply for a new license.

24. All operations on the, drilling, boring, coring, digging
or construction of wells shall be under the continuous and
immediate supervision of a licensed well driller.

25. No well shall be drilled until a permit has been received
from the Department. In applying for a permit the driller
shall give such information as said Department shall require.
As a condition to the issuance of a permit, said Department
may require that samples of the materials encountered in drill-
ing the well shall be preserved and submitted to said Depart-
ment. Upon the completion of the drilling of any well or
wells, a final report shall be filed by the driller with said
Department, giving the log of each well, the size and depth
thereof, the diameters and lengths of casing and screen in-
stalled therein, and in the case of water wells the static and
pumping levels and the yield of the well, and such other
information pertaining to the construction or operation of the
well as said Department by its rules and regulations may
require.

26. A licensed well driller shall not undertake any opera-
tions on the drilling, boring, coring, digging or construction of
a water well for any owner who is required to obtain a permit
for the production and appropriation of waters from said well
under Section 4 of this Article until said owner shall have
obtained such permit from the Department but a permit shall
not be refused for domestic use on a farm.

27. Owners of wells shall maintain wells in accordance with
the rules and regulations of the Department. The owner of a
