well shall upon abandonment of any existing well or test
hole so notify the Department and shall effectively seal and
fill such wells and test holes in accordance with the rules
and regulations of said Department.

28. No owner of a well, whether a pumping well or a flow-
ing well, shall discharge from the well or permit the discharge
from the well of water that is allowed to run to waste and not
put to Useful service.

29. Any person who has been in responsible charge of any
well drilling for a period of three years prior to July 1, 1945
may within ninety days thereafter procure a license as a well
driller without examination upon application and payment of
the license fee herein required.

30. The Department may license without examination,
upon payment of the required fee, applicants who are duly
licensed under the laws of any other State having require-
ments deemed by said Department at least equivalent to those
of this State and which State has reciprocal provisions as to
persons licensed by this State.

31. Every license issued under the authority granted by
this sub-title, unless sooner revoked, shall expire on the thir-
tieth of June next following the date of issuance of such license.

32. A license once issued under this sub-title may be re-
newed at any time within one year from the date of its expira-
tion on application and the payment of the renewal fee herein
specified and shall expire on the thirtieth of June next fol-
lowing the date of issuance of such license.

33. The fees charged under this sub-title by the Department
for a license and for the renewal of a license shall be $5. 00.

34. The Department shall have the power to make such
inspections and take such samples as it deems necessary to
enable it properly to supervise the construction, repair, main-
tenance and abandonment of wells throughout the State.

35. All money received by and on behalf of the Department
under the terms and provisions of this sub-title shall be paid
into the State Treasury. The expenses incurred in giving
effect to the provisions of this sub-title shall be duly appro-
priated in the State Budget.

36. For the purpose of this sub-title, the following words
and phrases are herewith defined:

A "well" is any excavation whether drilled, bored, cored, or
dug, fifty or more feet deep for water, gas, or oil, or in explora-
