war, including by way of enumeration only and not by way
of limitation, any Merit System Laws of the State, or merit
system or civil service laws, ordinances or rules applicable
to any of the counties of the State, the City of Baltimore,
or any other governmental subdivision of the State, in-
cluding all municipal corporations, all towns and villages
having the taxing power, any governmental or quasi-
governmental district, board or commission in the State,
and any department, agency or commission of any of the
aforegoing.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed upon by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of the passage.

CHAPTER 311.
(Senate Bill 278)
AN ACT to repeal Sections 434-438, inclusive, of Article 8
of the Code of Public Local Laws of Maryland (1930
Edition), title "Cecil County, " sub-title "Teachers-
Salaries, " said sections relating to the salaries of school
teachers in Cecil County.
WHEREAS, the state law prescribing salaries for school
teachers has superseded the provisions of these sections;
therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 434-438, inclusive, of Article 8 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Cecil
County, " sub-title "Teachers—Salaries, " be and they are
hereby repealed.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1945.
