unable to qualify for Merit System appointment because of
disability, and to the unmarried widows of deceased veterans
who had served in any branch of the armed forces of the United
States as aforesaid; such war veterans under fifty-five years
of age granted preference shall be released from age limitation,
except for positions of policemen and firemen. Such war vete-
rans having qualified with all such credits shall be certified
for appointment, employment, re-instatement or re-employment
before non-veterans.

Promotion is a change from one class to another class with
a higher maximum compensation, and vacancies shall be
filled by promotion as far as is consistent with the best inter-
ests of the classified service, in the judgment of the Commis-
sioner.

The Commissioner shall control all examinations and may
designate as special examiners any officers or employees of
this State or any other person not in the service of this State
to conduct and hold such examinations as the Commissioner
may direct and to make return and report thereof to him. The
Commissioner shall have power to review the findings in all
such reports, and may order new examinations if he deems
such action desirable. The Commissioner may at any time
substitute any other person in the place of any person so
designated and may himself conduct such examinations with-
out designating special examiners.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

tated Code of Maryland (1943 Supp. ), title "Governor—
Executive and Administrative Departments, " sub-title
"Department of State Employment and Registration, "
and to enact in lieu thereof a new Section, to be known
as Section 46 of Article 96%' of the Annotated Code of
