SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 291.
(House Bill 471)

AN ACT to add a new section to Article 14 of the Code of
Public Local Laws of Maryland (1930 Edition), title "How-
ard County", sub-title "County Commissioners", said new
section to be known as Section 77B and to follow immedi-
ately after Section 77A of said Article, as amended by Chap-
ter 364 of the Acts of 1943, relating to the appointment of a
garbage collector in the First Election District of Howard
County and his duties and compensation.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 14
of the Code of Public Local Laws of Maryland (1930 Edition),
title "Howard County", sub-title "County Commissioners",
said new section to be known as Section 77B, to follow im-
mediately after Section 77A of said Article, as amended by
Chapter 364 of the Acts of 1943, and to read as follows:

77B. The County Commissioners of Howard County are
hereby authorized to appoint a garbage collector for the First
Election District of said County to collect the garbage and
trash in said district and perform such other duties as said
Commissioners shall prescribe. The said Commissioners shall
fix his compensation which shall be included in the tax levy
and be collected as other taxes are collected and, when col-
lected, shall be paid said garbage collector at such times as
said Commissioners shall determine.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all. the members elected to each of the two Houses of
