To the Clerk of the Court of Appeals:

I, WILLIAM J. McWILLIAMS; SECRETARY OF STATE, OF THE
STATE OF MARYLAND, pursuant to the direction contained in
Chapter 441 of the Acts of the General Assembly of Maryland
of 1922, DO HEREBY CERTIFY, That at the General Election held
in this State on Tuesday, November 7, 1944, an Act known as
Chapter 649 of the Acts of the General Assembly of Maryland
of 1943, was submitted to the voters of the State of Mary-
land for their adoption or rejection, under provisions of Article
16 of the Constitution of the State, said Act being:

"An Act proposing an amendment to the Constitution
by adding a new Article thereto, to follow immediately
after Article XI-A, and to be known as Article XI-B,
providing that the General Assembly by public local
law, may authorize the Mayor and City Council of
Baltimore to create a Baltimore Redevelopment Com-
mission. "

AND I DO CERTIFY, That at said election 113, 945 votes were
cast in favor of the adoption of said Chapter 649 of the Acts
of 1943, and 66, 401 votes were cast against the adoption of
said Act, in the State of Maryland; and a majority being cast
for the adoption thereof, it was thereby ratified by the voters
of the State of Maryland.
