To the Clerk of the Court of Appeals:

I, WILLIAM J. MCWILLIAMS, SECRETARY OF STATE, OF THE
STATE OF MARYLAND, pursuant to the direction contained in
Section 317 of Article 33 of the Annotated Code of Maryland
(1939 Edition), DO HEREBY CERTIFY, That, at the General Elec-
tion held in this State on Tuesday, November 7, 1944, an Act,
known as Chapter 278 of the Acts of the General Assembly
1943, was submitted to the voters of Harford County for their
adoption or rejection, under the provisions of Article 16 of
the Constitution of the State, said Act being:

"An Act to repeal Sections 211 to 216, inclusive, of Article
13 of the Code of Public Local Laws of Maryland, title
'Harford County', sub-title 'County Commissioners', pro-
viding for the election of a Board of three Commission-
ers, fixing their powers, duties, etc. "

AND i DO CERTIFY, That at said election 3, 574 votes were cast
in favor of the adoption of Chapter 278 of the Acts of 1943,
and 3, 435 votes were cast against the adoption of said Act, in
Harford County, and a majority being cast for the adoption
thereof, it was therefore ratified by the voters of Harford
County.
