in such annexed territory; (3) to provide and guarantee that
persons and property in the annexed territory shall only be
subject to the same taxes, water and other charges as persons
and property in the other parts of the City, and (4) to provide
that the City of Annapolis will comply with all of the con-
ditions imposed by the Acts of the General Assembly author-
izing the issue of said bonds.

SEC. 2. And be it further enacted, That the said Mayor,
Counselor and Aldermen of Annapolis may provide by ordi-
nance for taking over the obligation of paying the bonds of
the Annapolis Metropolitan Sewerage Commission amounting
to $566, 000 and collecting the taxes now imposed and being
collected for said bonds and to guarantee the payment of said
bonds as and when they mature, with interest thereon and to
levy sufficient taxes to provide for said payment, including
payments to sinking fund.

SEC. 3. And be it further enacted, That the Mayor, Coun-
selor and Aldermen of Annapolis are hereby authorized to
provide for taking over the control and management of the
sinking funds for the retirement of any of the bonds referred
to in this Act and to pass any ordinance or ordinances which
may be necessary therefor.

SEC. 4. And fie it further enacted, That the said Mayor,
Counselor and Aldermen are hereby authorized to pass any
other ordinance or ordinances which may be deemed necessary
to make effective the provisions and purposes of this Act; pro-
vided, however, that nothing in this Act shall be construed
to authorize an increase in the regular tax rate as limited by
the City Charter of Annapolis, except the rate required on ac-
count of the bonds of the Annapolis Metropolitan Sewerage
Commission.

SEC. 5. And be it further enacted, That nothing in this Act
shall be construed to affect in any way the taxes now imposed
and being collected in the City of Annapolis or in the annexed
territory on account of any of the bonds hereinbefore referred
to, but such taxes shall continue to be collected as if this Act
had not been passed, except that the City of Annapolis shall
collect said taxes if proper agreements and arrangements can
be made therefor.

SEC. 6. And be it further enacted, That this section is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
