tration and election, and shall not later than the 15th day
of May, 1945, post in five conspicuous places in each Dis-
trict a typewritten or printed notice notifying all residents
of the proposed Town that a referendum election will be held
at a place and on a date named therein to determine whether
or not this Act incorporating the proposed Town shall become
effective, and also notifying them of the qualifications for
voting, and that, in order for them to vote, it be necessary
for all voters to register at a place and on dates named there-
in, and such registration shall, be conducted by the said
Committee named herein in conformity with the provisions
of the Charter enacted by this Act.
The said Judges of Election shall attend at said times and
places and register all qualified persons who present them-
selves. The said Judges shall have power to administer oaths
to all applicants for registration, and any person who swears
falsely before any of said judges shall be guilty of the crime
of perjury and subject to the penalties provided by the Code
of Public General Election Laws of Maryland for such offenses.
The ballots shall have printed on one line the words "For
Incorporation" and on the second line the words "Against
Incorporation" with a place opposite each for the "X" mark
of the voter.
Said election shall be conducted as nearly as practicable
as elections for county officers under the Code of Public Gen-
eral Laws of this State and upon closing the polls the said
Committee shall canvass the votes and announce publicly the
result thereof. In the event that the majority of the votes
cast are for incorporation, this Act shall immediately become
effective, but in the event that a majority of the votes cast
are against incorporation, this Act shall be null and void.
The Committee shall certify the results of this referendum
election to the Secretary of State of Maryland.
SEC. 27. And be it further enacted, That if 'this Act is
adopted under the referendum election provided for in Section
26, then the same committee, with the same powers as are
vested in them therein, and with the same authority and right
to compensation as are provided for by the Charter enacted
by this Act, shall, on or before the first Monday in July,
1945, conduct the first election of the officers therein provided
for and said first election shall be conducted as nearly as prac-
ticable as provided for elections in said Charter.
SEC. 28. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
