made by the Mayor and Common Council at said meeting shall
be final and conclusive; provided, however, that no street im-
provement to be paid for by special assessments shall be made
under this Charter, unless and until the previous consent in
writing of the owners of 51% of. the abutting lots on each
street so proposed to be improved shall be filed with the Clerk
of the Mayor and Common Council.

SEC. 21. And be it further enacted, That the Mayor and
Common Council are hereby authorized to make such side-
walks, curbs, gutters, roadbed and street improvements as de-
termined and authorized in accordance with the provisions of
this Charter and where work is done under contract the Mayor
and Common Council shall invite proposals for said work by
advertisement for two weeks in some newspaper having general
circulation in the Town of College Park, at such reasonable
cost for advertising as the Mayor and Common Council shall
determine, and the said Mayor and Common Council shall, in
all cases, award the contract for such work to the lowest re-
sponsible bidder therefor, reserving at. all times the right to
reject any and all bids received. All contractors for such
street improvements shall give bond in such sum as the Mayor
and Common Council shall require, with sufficient surety or
sureties, to be approved by the Mayor and Common Council,
for the faithful performance of their contract. The Mayor
and Common Council shall employ a competent engineer at
such compensation as may be determined by them in carrying
out the objects of this Charter.

SEC. 22. And be it further enacted, That it shall be the duty
of the Mayor and Common Council of the Town of College
Park, at least ten (10) days before each general election, to
have prepared, in form appropriate and made available in a
suitable place or places, for inspection by the residents of the
Town, a detailed statement of the financial condition of the
Town, including receipts and expenditures of all kinds whatso-
ever, for the preceding two (2) years.

SEC. 23. And be it further enacted. That all authority,
powers, rights, privileges, and benefits of any kind whatsoever
which are, or may hereafter be, granted to municipalities
generally by the Government of the United States, the Govern-
ments of the several States, the General Assembly of Mary-
land or under the Code of General Public Laws of Mary-
land, and Article 17 of the Code of Public Local Laws of Mary-
land, shall be vested in and exercised by the Mayor and Com-
mon Council of the Town of College Park, Maryland.

SEC. 24. And be it further enacted, That in consideration of
certain lands, buildings, facilities and equipment of the Uni-
