register who shall be registered as a voter elsewhere in the
State of Maryland shall not be permitted to register unless
there is filed with the registration officer of said Town the
applicant's affidavit under oath that the applicant has aban-
doned any prior place of residence.
The proceedings for the registration of voters and the
maintenance of registration lists, except as may be herein
otherwise provided, shall conform as nearly as may be possible
to the proceedings for the registration of voters and the main-
tenance of registration lists under the general election laws
of this State, and the Mayor and Common Council shall have
power and are hereby directed to pass and enact such ordi-
nances, consistent with law, as said Mayor and Council may
deem proper for carrying into execution the provisions of this
section.
SEC. 8. And be it further enacted, That biennially, after due
notice printed in some county newspaper having general cir-
culation in the Town and by posters prominently displayed in
each District, the Supervisors of Election shall appoint two
(2) Clerks who shall receive $5. 00 each for each and every day
they may be required to serve, and conduct an election by ballot
on the first Monday of May, if not a legal holiday, and if a legal
holiday, then on the following day, for the election of the offi-
cers provided for in this Charter. The polls shall be open be-
tween the hours of one and nine p. m. The Judges of Election
shall prepare ballots containing the names of those persons
eligible to become candidates for office and designating the
offices they seek and, except as otherwise provided herein, con-
duct elections under this Charter as nearly as is practicable as
is now, or hereafter may be, provided for the election of officers
for Prince George's County under the General Election Laws.
The Mayor and Common Council shall receive all returns
of election and determine all cases arising thereunder, except
as otherwise may be provided, and any voter who feels that
he has been aggrieved by any ruling as to the eligibility of his
right to vote may file an appeal to the Circuit Court for Prince
George's County and the same shall be determined by said
Court.
Any qualified person desiring to run for the office of Mayor,
Treasurer, or Councilman at Large of said Town shall file, or
there shall be filed in his behalf, with the Supervisors of Elec-
tion of said Town a petition containing the request of at
least 25 persons who are qualified voters in the Town of College
Park, and any person desiring to run for Councilman from a
District shall file, or there shall be filed in his behalf, a petition
that said Supervisors of Election containing the names of at
least 20 qualified voters in his District, at least 15 days, in-
