cluding Sundays and legal holidays, prior to the election. The
Supervisors of Election shall cause to be published, in appro-
priate manner to give general publicity, the names of the can-
didates and the positions to which they aspire.

All the provisions of the Public General Laws of this State
now in force or hereinafter enacted relating to the determina-
tion of elections, providing penalties for illegal registration,
illegal voting, corrupt practices and requiring reports of the
expenditure of money in connection with any election shall be
and hereby are made applicable to all elections held under the
provisions of this Charter.

(b) In the event the office of Mayor, Treasurer, or any
Councilman, or any or all of them shall become vacant for
any cause other than the expiration of the term for which the
incumbent was elected, such vacancy shall be filled by election
or appointment as follows:

The Council shall elect one of its members as Mayor to serve
for the unexpired term or until his successor is elected and
qualified. The Mayor shall appoint a qualified person as Coun-
cilman to serve the unexpired term of any Councilman whose
office shall become vacant, subject to the approval and ratifica-
tion of the majority of the Council. In case of a vacancy in
the office of Treasurer, the Mayor shall appoint, subject to the
approval and ratification of the majority of the Council, a
qualified person to serve as Treasure? to fill the unexpired
term of office of any Treasurer whose office has become vacant..

SEC. 9. And be it further enacted, That the Mayor and Com-
mon Council shall meet in some convenient place within the
Town on or before the second Monday in May of each year
and as often thereafter as may be necessary in the discharge
of their duties, provided, however, that they shall not meet
less than once in every month. All meetings of the Mayor
and Common Council herein provided for, shall be open to
the citizens of the Town. A majority of members of the
Council shall constitute a quorum for the transaction of busi-
ness, and upon each action taken the yea and nay vote of each
Councilman shall be recorded opposite his name. The Mayor
shall vote only in the case of a tie vote and his yea and nay
vote shall be recorded opposite his name. The Mayor and
Common Council shall pass rules and regulations consistent
with the provisions of this Charter for their own government
while in session. The absence of any elective officer from meet-
ings of the Council for a period of three (3) consecutive months
without valid excuse shall constitute a vacancy which shall
be declared by the Council in a regular meeting. The Mayor
shall preside at the meeting of the Council and shall call
meetings from time to time as he may deem necessary, but in
