voters within each District shall elect one (!) Councilman
for their respective districts each to serve the term of two
(2) years.
At each biennial election after the first election the qualified
voters of the Town and of each District shall elect officers
necessary to fill the vacancies caused by the expiration of the
terms for which the incumbents were elected.
The officers first elected under this Charter, and all officers
appointed or elected at enterim elections, shall assume the
duties of their respective offices as soon after their election
or appointment as is practicable and, unless removed for cause,
shall continue to serve until their successors are duly elected
and installed; each officer elected at each election following
the first election under this Charter shall fill the office to which
he is elected beginning with the first meeting of the Mayor and
Common Council following his election and, unless removed
for cause, shall continue to serve until the first regular meet-
ing of the Mayor and Common Council following the election
of his successor.
SEC. 7. And be it further enacted, That all citizens of the
United States of at least 21 years of age, who shall have re-
sided within the Town of College Park not less than one year
next preceding the date of any Town election in which they
attempt to vote and have registered as hereinafter provided,
shall be qualified voters of the said Town.
The Mayor and Common Council shall provide for the
biennial registration of all persons not registered who shall
desire to vote in municipal elections held in the Town of Col-
lege Park, and for the revision of the registration lists, and
more than one month prior to the date of the general election,
shall biennially appoint and fix the compensation of two (2)
qualified voters of said Town, not holding any other office
thereunder, as Supervisors of Election who shall act as Regis-
tration Officials and Judges of Election at any election held
during the two (2) years succeeding their appointment, and
such Supervisors of Election are hereby authorized to admin-
ister oaths in the performance of their duties of conducting the
Registration provided for herein.
Except as otherwise provided herein, any person possessed
of all the qualifications that are necessary to entitle a person
to exercise the right to register as a voter of the State of Mary-
land, under the general election laws, shall be entitled to be
registered; provided, however, that every applicant to register
shall be at least 21 years of age and shall have had his actual
residence in the Town of College Park, in the sense. that he
has had no other home elsewhere, for the period of six months
next preceding the day of application to register and shall
satisfy the registration officers of that fact. Any applicant to
