said section was amended by Chapter 820 of the Acts of 1941,
be and it is hereby repealed and re-enacted, with amendments,
to read as follows:

187. The Board of County Commissioners of Montgomery
County shall have the power and authority to employ an
attorney or firm of attorneys to furnish legal services and
advice to the Board of County Commissioners. Such attorney
or firm of attorneys shall hold office at the pleasure of the
County Commissioners, and shall receive a salary not exceed-
ing Five Thousand ($5, 000. 00) Dollars a year, payable month-
ly, in equal installments, which shall be in lieu of all other fees
and compensation for services rendered by such attorney or
firm of attorneys to the said County Commissioners. The Board
of County Commissioners of Montgomery County shall have the
authority to appoint an assistant attorney to said attorney or
firm of attorneys to perform such legal services as may be
assigned to him by said Board of County Commissioners or
by said attorney or firm of attorneys so employed as herein-
before provided, and said assistant attorney shall receive
a salary not exceeding Twenty-four Hundred ($2, 400. 00)
Dollars a year, payable monthly in equal installments which
shall be in lieu of all other fees and compensation for
services rendered by such assistant attorney to the said
County Commissioners. The Board of County Commis-
sioners shall have the authority at any time to employ and
compensate special Counsel when its regular Counsel is dis-
qualified and also to employe special Counsel for the purpose
of preparing proposed legislation relating to the administra-
tion of the County or its fiscal affairs, or for the purpose of
passing upon the validity of any securities to be issued or
purchased by the County and to pay the fees either out of the
proceeds of such securities if sold, or out of any available
funds of the County. Said Board of County Commissioners are
further authorized to compensate F. Bernard Welsh for serv-
ices rendered the County Commissioners subsequent to Janu-
ary 31, 1939. In addition to the duties hereinabove prescribed,
the attorney to the Board of County Commissioners of Mont-
gomery County and the assistant attorney to said Board of
County Commissioners shall provide any and all legal advice
and services necessary to the Board of Zoning Appeals for
Montgomery County, the County Commissioners of Montgom-
ery County sitting as the District Council for the Montgomery
County Suburban District, the County Commissioners of Mont-
gomery County sitting as the District Council for that portion
of Montgomery County lying within the Maryland-Washington
Metropolitan District, the Board of Assessment of Montgom-
ery County, the Board of Public Welfare, the Treasurer of
