SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 1035.

(House Bill 595)

AN ACT to add a new sub-section to Section 2 of Article 66 1/2
of the Annotated Code of Maryland (1943 Supplement),
title "Motor Vehicles", sub-title "Definitions of Words and
Phrases", said new sub-section to be known as Sub-section
(23 1/2) and to follow immediately after Sub-section (23) of
said section of said Article and to repeal Sections 41, 42
and 46 of said Article and to enact in lieu thereof three
new sections to be known as Sections 41, 42 and 46 of said
Article, relating to the procedure for transfer of new motor
vehicles.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-section be and it hereby added to Section
2 of Article 66 1/2 of the Annotated Code of Maryland (1943
Supplement), title "Motor Vehicles", sub-title "Definitions of
Words and Phrases", said new sub-section to be known as
Sub-section (23 1/2), to follow immediately after Sub-section
(23) of said section of. said Article, and that Sections 41, 42
and 46 of said Article 66 1/2 be and they are hereby repealed
and that three new sections be and they are hereby enacted
in lieu thereof, said new sections to be known as Sections 41,
42 and 46 of said Article, and all to read as follows:

2. (23 1/2) (Manufacturer's Certificate. ) A certification, on
a form supplied or approved by the Department of Motor Ve-
hicles, signed by the manufacturer, that the motor vehicle de-
scribed therein has been transferred to the person or dealer
named therein, and that such transfer is the first transfer
of such motor vehicle in ordinary trade and commerce. The
description of the motor vehicle shall include the make, model,
year, number of cylinders, type of body, engine number and
serial number, and such other information as the Department
may require.
