to work done by employees of the town, under the town su-
pervisors.
185. For the purpose of determining whether the other
provisions of this Act shall become effective and whether the
citizens of the said Town of Capitol Heights desire to adopt
this charter, there shall be held a referendum election on 01
before the first Monday in June 1945 under the supervision
of the committee hereafter named, the manner and procedure
of which shall be as follows:
The Committee to conduct such referendum election shall
consist of Mr. James E. Shipler, Mr. William Hutson, and Mr.
Thomas Vendemia, who shall act as a Board of Election Super-
visors or Judges and they shall have the same duties, powers,
and authority as is provided for Supervisors or Judges of
Election in this charter and if any of said Committee are
unable or decline to serve, the remaining members of said
Committee are empowered to select some resident of the Town
of Capitol Heights to fill his place.
The qualifications of voters in the referendum election shall
be the same as those set forth for General Town elections pro-
vided for in the Charter enacted by this Act.
The said Committee shall provide registration books, booths,
ballot boxes, tally sheets, printed ballots and places of regis-
tration and election, and shall not later than the 15th day of
May, 1945, post in five conspicuous places in the Town of
Capitol Heights a typewritten or printed notice notifying all
residents of the proposed Town that a referendum election
will be held at a place and on a date named therein to deter-
mine whether or not this Act shall become effective, and also
notifying them of the qualifications for voting.
The ballots shall have printed on one line the words "For
Charter Adoption" and on the second line the words "Against
Charter Adoption" with a place opposite each for the "X"
mark of the voter.
Said election shall be conducted as nearly as practicable as
elections for county officers under the Code of Public General
Laws of this State and upon closing the polls the said Com-
mittee shall canvass the votes and announce publicly the result
thereof. In the event that the majority of the votes cast are
for adoption of this charter, this Act shall immediately become
effective, but in the event that a majority of the votes cast
are against adoption of this charter, this Act shall be null
and void.
The committee shall certify the results of this referendum
election to the Secretary of State of Maryland.
