other obligations of the town, to an amount not exceeding
the principal sum of Thirty Thousand ($30, 000. 00) Dollars
of outstanding indebtedness at any one time, the sum to
bear such rate of interest and to be payable or renewable
in such manner, as said Mayor and Common Council may
agree, provided further, however, that no such monies shall
be so borrowed on either notes, bonds, or other obligations, un-
less the issue of said bonds, notes or obligations shall first
have been submitted to the vote of the voters of the town,
and shall have received a favorable vote of a majority of the
votes cast, and each question may be so submitted to the
voters either at any regular election or any special election
called for that purpose by the Mayor and Common Council
in accordance with the provisions herein provided for the
holding of other elections. Provided further, that the Mayor
and Common Council shall be authorized and required to
create and maintain a sinking fund for the repayment of any
loans so made to the town.
182. (Roads—Streets. ) All streets, avenues, roads, bridges
and public alleys in the corporate limits of said town of Cap-
itol Heights are hereby declared to be under the supervision
and control of said Mayor and Common Council, provided
that this section shall not apply to State Roads or County
Roads.
183. (Removal of Officials. ) For neglect of duty or in-
competency any town agent or official appointed by the Mayor
and Common Council, may be removed from office at any time
by a majority vote of the Common Council and the Mayor,
the Mayor's vote to be equal to that of any one of the mem-
bers of the Common Council for this purpose.
184. (Contracts. ) In all cases where any municipal work
of whatsoever character is to be done, within the corporate
limits of Capitol Heights, the estimated cost of which shall
exceed the sum of Two Hundred ($200. 00) Dollars, the Mayor
and Common Council shall invite proposals for said work
by advertisement published at least once a week for two suc-
cessive weeks, at least two weeks prior to the date when,
proposals are to be submitted, in some newspaper published
in Prince George's County; and the contracts for such work
shall in all cases be awarded to the lowest bidder therefor;
the Mayor and Common Council, however, reserving in all
such cases their rights at all times to reject any or all
bids so received or submitted. The said successful bidder
shall give bond with surety which shall be acceptable to the
Mayor and Common Council. This provision shall not apply
