meet each year upon the second Wednesday next succeeding the
election, and after qualifying by taking the prescribed oath,
proceed to elect one of the members of the Council as presi-
dent; said Council shall meet thereafter on the second and
fourth Mondays of each month for the transaction of the
regular business of the town, but it may meet oftener if re-
quired. At all meetings of the Council four members present
and voting shall constitute a quorum for the transaction of
business. The affirmative vote of a majority of all the mem-
bers elected to the Council shall be necessary to adopt any
ordinance, regulation, or resolution. Special meetings shall be
called upon a written request to the Mayor, by any two mem-
bers of the Council. Any such notice shall state the subject to
be considered at the special meeting and no other subject shall
be considered, except by unanimous consent of all members.
All meetings of the Council shall be open to the public, and the
rules of the Council shall provide that citizens of the town
shall have a reasonable opportunity to be heard at any such
meeting in regards to any matter considered thereat.

158. (Mayor and Common Council—Council and Compensa-
tion of Councilmen. ) The members of the Common Council
shall receive the sum of two ($2. 00) dollars for each regular
meeting they attend.

159. (Treasurer—Qualification, Term, Bond, Vacancy. ) On
the same day on which the Mayor and Common Council is to
be elected, one person, a legal voter in said town, and owner
of real estate to the value of at least One thousand ($1, 000. 00)
dollars, shall be chosen by the voters of said town as its
Treasurer, the person so elected in May 1946, and elected in
every other year thereafter as herein provided, to serve for
two (2) years, and until his or her successor shall qualify; but
before said Treasurer shall enter upon the duties assigned, he
shall give bond payable to the Mayor and Common Council of
Capitol Heights in such penalty as the Mayor and Common
Council may fix, with securities to be approved by them, con-
ditioned as they may direct and the said Treasurer shall qualify
and enter upon the duties of his office on or before the first
Monday in June succeeding his election, and a failure to qualify
within the time herein specified shall be deemed a refusal to
accept the office, whereupon the Mayor and Common Council
shall order a new election to fill the vacancy, such election to
be held in the manner herein prescribed. In the event of the
death, resignation, or inability to act, or removal for cause of
the Treasurer by the Mayor and Common Council, it shall be
its duty to appoint another Treasurer under like conditions
as to bond, to serve until the next succeeding town election at
