candidates whose names shall appear on the ballots. The
names of all candidates who are to appear on the ballots shall
be posted in at least three (3) public places in the town at
least ten (10) days before the election. The town Clerk shall
be the Clerk of the convention and it shall be his duty to post
the names of the candidates.

147. (Elections—Ballots. ) Only the names of those candi-
dates who, possessing the necessary qualifications at the time
of their nomination, are chosen in the convention shall appear
on the ballots, and none other.

148. (Elections—Posting of Financial Statements. ) It
shall be the duty of the town Clerk at least five (5) days
before each election, to post in at least one (1) public place
in said town, a statement from the Mayor and Common Council
of the financial condition of said town and of all receipts and
disbursements of the town during the preceding term, and it
shall further be the duty of the Mayor and Common Council to
prepare such statements for distribution by said Clerk.

149. (Elections—Failure to Elect Mayor and Councilmen. )
In case of failure to elect a Mayor and at least six (6) Coun-
cilmen, those in office shall continue to perform the duties
pending an election which shall be held in the manner and upon
the notice prescribed in Sections 145 and 151.

150. (Elections—Tie Election. ) If, at any election it shall
appear from the returns of the Judges of Election, that any
two or more persons voted for as Mayor, Treasurer or Common
Councilmen have received the same number of votes, so that
there is not a choice for the office, a new election shall be im-
mediately proclaimed by the Mayor and Common Council to
fill the vacancy from among such tie candidates which election
shall be held on ten (10) days' notice and in all respects as
aforesaid, except as to day of election.

151. (Elections—Certificate of Election. ) At a meeting of
the said Mayor and Common Council held on the second day
after the election the returns shall be opened by the presiding
officer, and certificates of election shall forthwith be issued
by the town Clerk of the persons appearing to be elected as
Mayor and Treasurer, respectively, and to each person appear-
ing to be elected as Councilman by having received the highest
number of votes, and the said certificates shall be recorded
among the proceedings.

152. (Elections—Persons Elected to Qualify. ) The Mayor
and Common Council shall qualify and take possession of their
