of Registration as shall be appointed by said Mayor and
Common Council. Said registration shall be conducted be-
tween the hours of seven o'clock A. M. and eight o'clock P. M.,
when the books shall be closed.

141. (Elections—Who May Vote. ) Any person who is duly
registered on the registration books of the Town of Capitol
Heights shall be entitled to vote at all elections in, said town.

142. (Elections—Regulation of Elections. ) The Mayor and
Common Council shall make all needful rules and regulations,
not inconsistent with this charter, or the laws of the State
of Maryland, for the conduct of the convention for the nom-
ination of candidates and for the election.

143. (Elections—Judges and Clerks of Election. ) Said
elections shall be conducted by such Judges of Election and
such Clerks thereof as shall be appointed by said Mayor and
Common Council.

144. (Elections—Oath of Judges and Clerks of Election. )
Every Judge of Election, before he proceeds with the discharge
of his duty, shall take an oath that he will permit every duly
qualified person to vote and none other to vote at the election;
every Clerk, before he enters any votes on the polls, shall
take an oath that he will, diligently and faithfully without
favor, affection or partiality, execute the office of Clerk of
Election; said oath shall be taken before any Justice of the
Peace or Mayor of the town and posted in a prominent place
in said town on the day of election.

145. (Elections—Place, Hours, Count and Return. ) All
elections hereunder shall be held within the town limits of
such place or places as the Mayor and Common Council of the
Town of Capitol Heights shall designate, and a copy of Such
designation shall be posted in at least three (3) prominent
places in said town at least three (. 3) days before each election.
Said elections shall be held from seven o'clock A. M., to eight
o'clock P. M., when the polls shall be closed, and the ballots
publicly counted, and the said Judges shall within two (2)
days after each election make a true and correct return of the
same under their hands to be addressed and transmitted to the
Mayor and Common Council.

146. (Elections—Nominations, Posting Names of Candi-
dates. ) The Mayor, at least fifteen days before the election to
be held on the first Monday in May, 1946, and biennially there-
after, shall issue a proclamation calling the legally qualified
voters of the town in convention for the purpose of nominating
