SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 137 to 185, inclusive, of the Code of Public
Local Laws of Prince George's County (1943 Edition), being
Article 17 of the Code of Public Local Laws of Maryland,
title "Capitol Heights", be and the same are hereby repealed,
and in lieu thereof are enacted 48 new sections to be known
as Sections 137 to 185, inclusive, of said Article, and to read
as follows:

CAPITOL HEIGHTS.

137. The citizens of the Town of Capitol Heights, in Prince
George's County, Maryland, are hereby made a body corpo-
rate by the name of the Town of Capitol Heights, and by
that name shall have perpetual succession, sue and be sued,
have and use a common seal, and may purchase and hold or
dispose of real and personal property for the benefit of said
town.

138. The boundaries of said town shall be as defined and
laid out on the plat of Otway B. Zantzinger's sub-division,
known as Capitol Heights, as recorded in Liber J. W. B. No.
5, folios 676 and 6", the Land Records of Prince George's
County, Maryland.

139. (Town Elections. ) The regular elections for the
choice of Mayor, Councilmen and Treasurer shall be held on
the first Monday of May, 1946, and thereafter biennially on
the first Monday of May in each second year. The election
shall be held at such place or places as may be appointed by
the Mayor and Common Council for the holding of elections.

140. (Elections—Registration of Voters. ) There shall be
a general registration of all persons entitled to vote in the
town election every ten (10) years, the first general regis-
tration to be held on the third and fourth Mondays in March,
1946, and all general registrations shall be held on the third
and fourth Mondays of every ten years thereafter. There
shall also be one day of registration for the purpose of reg-
istering persons who fail to register at any general registra-
tion and for the purpose of registering persons who become
qualified after any general registration on the third Monday in
March every two (2) years following such general registration.
All registrations hereunder shall be held within the town
limits of Capitol Heights, at such place or places as the
Mayor and Common Council shall designate, and notice of
such registration shall be posted in at least three prominent
places in said town, at least seven days before such registra-
tion. Said registration shall be conducted by such Judges
