out only in accordance with the schedule, therefor, unless
such schedule be amended, within the limits of such ap-
propriations, in the following manner:

The Senate may by resolution provide for or authorize
the amendment of its Schedule.

The House of Delegates may by resolution provide for
or authorize the amendment of its schedule.

The Governor may himself make an amendment sched-
ule, if the same be necessary, with respect to the approp-
riations for the Executive Department, and upon its trans-
mission to the Comptroller and appropriation for such
department shall be paid out in accordance with such
amended schedule.

Any department, board, commission, officer or institu-
tion may, at any time submit in writing to the Governor
an amended schedule for the disbursement and apportion-
ment of the appropriations made to it by him. If the
Governor shall approve such amended schedule he shall
transmit the same, with the certificate of approval, to the
Comptroller and thereafter, such appropriation shall be
paid out in accordance with said amended schedule. Any
such amended schedule so submitted to the Governor may
be withdrawn at any time before the Governor has acted
thereon. Any amended schedule approved by the Governor
may be again amended at any time in like manner and
with like effect. All amendments and schedules made or
approved by the Governor shall be reported by him to the
next session of the General Assembly, and one copy there-
of shall be presented to each member of the General
Assembly within ten days after the convening of the
session.

Section 19A. The Director shall appoint in accordance
with the provisions of Section 13 of this Article a Farm
Manager-Advisor, Building Engineer and one or more
Budget Analysists, whose duties and qualifications shall
be as follows:

(a. ) The Farm Manager-Advisor shall be a graduate
of a recognized college of Agriculture. He shall continu-
ously analyze the food requirements of all State Institu-
tions and shall make recommendations concerning the
operation of farms and dairies owned and operated by the
State and shall make recommendations concerning the ac-
quisition, disposal and use of such farms and dairies.

(b. ) The Building Engineer shall be a graduate Mech-
anical Engineer with at least three years experience in
building construction and maintenance. He shall continu-
ously study all the maintenance and operational costs of
