of private roads or lanes in said County, to provide for the
taking over and maintaining by said county of such roads
or lanes upon payment by the owner thereof to the county
of an annual maintenance charge sufficient to cover the
expenses of the county for the work done, and the County
Commissioners of said County may provide that such an-
nual charge shall be a lien on the property affected in the
same manner as taxes. The provisions of this section shall
apply only in Somerset and Worcester Counties.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1945.

AN ACT to repeal and re-enact, with amendments, Sections
8 and 20 of Article 15A of the Annotated Code of Mary-
land (1939 Edition), title "Budget and Procurement, "
sub-titles "Budgetary Administration" and "Budget
Bureau, " and to add a new Section to said Article to be
known as Section 19A and to follow immediately after
Section 19 of said Article, relating to the reporting to
the General Assembly of Budget Amendments, made and
approved by the Governor and creating certain positions
in the Budget Bureau and specifying their duties and
qualifications thereof.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 8 and 20 of Article 15A of the Annotated
Code of Maryland (1939 Edition), title "Budget and
Procurement, " and sub-title "Budgetary Administration"
and "Budget Bureau, " be and they are hereby repealed and
re-enacted, with amendments, and that a new Section to
be known as Section 19A and to follow immediately after
Section 19 of said Article, be and it is hereby enacted, all
to read as follows:
Section 8. The items and amounts making up the ap-
propriation in any budget bill, supplementary appropria-
tion bill or bond issue bill shall represent the initial plan
of disbursement and apportionment of the appropriations
