the District and the general public; (4) that types and classes
of facilities be separated as to function, so that individuals'
or groups having related recreational interests may pursue
their activities unhampered by, and without interference with,
those otherwise occupied; (5) that each facility have sufficient
net area to perform properly the function for which it has
been designated; and (6) that there be a sufficient number of
each type of facility.

C. For the purpose of accomplishing these objectives, and
to protect the health, safety, comfort and welfare, when the
Vice-Chairman and Park Commissioner, in the exercise of his
discretion, shall find (1) that any parks or portions of parks
or of any recreational center or community building under the
Commission's jurisdiction in the portion of the District located
in Montgomery County are too greatly crowded, either regu-
larly or occasionally, or (2) that such action by him is neces-
sary for other reasons to effectuate the purposes above de-
clared, the Vices-Chairman and Park Commissioner is authorized
and empowered (1) to permit, facilitate, or limit the type of
recreational use and opportunity in question; (2) to divide
such park, recreational center or community building or por-
tions into different recreational or play areas; (3) to equip
said different play areas with adequate and generally uniform
recreational equipment; (4) to issue permits to individuals,
adults or minors, or groups of individuals who may apply for
the use of such facilities, which permits may grant exclusive
use of such facilities to the permittee and may limit the said
permittee to the use of the area and equipment to which the
permit relates. The existing procedure adopted by the Com-
mission of issuing permits for the use by informal or organ-
ized groups of local citizens or to individual citizens or non-
resident citizens or groups, for the use of buildings or parts
thereof located in the park system, including recreation rooms,
community rooms, and tennis courts, at certain hours on
certain days, and for certain playfields, is hereby approved,,
ratified and sanctioned; and this procedure may be extended
to any other building or facility, owned or operated by the
Commission or within its jurisdiction and the Vice-Chairman
and Park Commissioner is authorized to provide for the con-
tinued operation of this system of permits and to assign or
employ a permit clerk or clerks and inspectors in connection
therewith.

D. The Commission is authorized within its discretion to
extend its public recreational program or any part of it to
communities and areas in Montgomery County outside the
District in the event that such extension is requested by formal
resolution of the governmental agency having1 jurisdiction
