cated in Montgomery County or in other parts of Montgomery
County.

SEC. 2. And be it further enacted, That in addition to and
not in limitation of the authority and jurisdiction already
conferred by Chapter 992 and Chapter 1008 of the Acts of the
General Assembly of Maryland of 1943 upon the Maryland-
National Capital Park and Planning Commission:

A. When the Park Commissioner is elected as provided in
Chapter 1008 of the Acts of the General Assembly of 1943, he
shall be further designated as Vice-Chairman and Park Com-
missioner and shall act as chairman in the absence of the
Chairman. The Vice-Chairman and Park Commissioner shall
have full administrative and executive control over the parks
and recreational system and in the matter of appointments
connected therewith under the Commission's jurisdiction in
Montgomery County. Subject to the approval of the Commis-
sion, he shall execute contracts as provided in this Act. He
shall be responsible for the maintenance and operation of the
park system, and for the initiation, establishment, operation,
development and extension of the comprehensive public recrea-
tional program hereinafter authorized.

B. The Commission shall have power to initiate, establish,
operate, develop and extend a comprehensive public recrea-
tional program, including all necessary facilities and services
to meet the public needs and requirements of the citizens, of
Montgomery County individually and from a community, edu-
cational, fraternal and social standpoint; and for these pur-
poses the Commission may construct from time to time com-
munity buildings and recreation centers where necessary,
either within parks under the Commission's jurisdiction or
elsewhere within the District. These facilities and services may
include rooms for public assembly, dances, games, nursery or
other schools, bowling alleys, pool or billiard rooms, gym-
nasiums, swimming pools, cafeterias, dining rooms or restau-
rants for the serving of food and beverages and other facilities
and conveniences necessary to provide the public recreational
program hereby authorized. The entire program shall be under
the administrative control and supervision of the Vice-Chair-
man and Park Commissioner, who shall be guided by the
following objectives all of which are declared to be necessary
for health, safety, comfort and welfare: (1) that the fullest
possible access be afforded to these facilities; (2) that adequate
and balanced recreational opportunity be provided; (3) that
a modern, systematic, complete and orderly recreational sys-
tem be maintained to serve the varied needs and interests of
persons in all of the age groups comprising the population of
