regulations for the administration of same and the manner
and method of amending or discontinuing such system or
rules and regulations; to provide for necessary park police
officers, the method of their appointment, and denning their
duties; repealing Section 780 of the Code of Public Local
Laws of Montgomery County (1939 Edition), as the same was
amended by Chapter 449 of the Laws of Maryland of 1943
to the extent only that the same may be inconsistent with
the provisions of this Act; to provide for the method and
manner of leasing concessions and the duration thereof;
authorizing the acquisition of lands for the purposes set
forth in this Act; providing for full-time or part-time service
by the Vice-Chairman and Park Commissioner and fixing
his salary or compensation therefor; to provide for travel
allowance expenses and stenographic assistance and addi-
tional compensation or salary for additional services to the
Montgomery County resident members of said Commission;
to provide for the Commission to fix the salary of the Secre-
tary-Treasurer of said Commission; authorizing the assign-
ment of living quarters to officials and employees of said Com-
mission in houses or buildings under the jurisdiction of said
Commission; providing for actual compensatory out-of-
pocket damages incurred by persons injured without con-
tributory negligence on their part while in or upon any of
the parks and buildings under the jurisdiction of said Com-
mission; and declaring the intention of the General Assem-
bly that if any word, phrase, clause, sentence or other part
or parts of this Act shall be held unconstitutional such
shall not affect the validity of the remaining parts of this
Act or of all other sections thereof, and that the General
Assembly would have passed the said remaining parts of
this Act or any section thereof if it had known such word,
phrase, clause, sentence, part or parts, or section would be
declared unconstitutional; and repealing, except as other-
wise set forth in this Act, all Acts or parts of Acts or laws
and parts of laws inconsistent with the provisions of this
Act to the extent of such inconsistency; exempting any
bonds issued under this Act or under Chapter 1008 of the
Acts of 1943 from the provisions of Article 31, Sections 34,
35 and 36, of the Annotated Code of Maryland (1939 Edi-
tion), and from the provisions of Article 16, Section 224,
of the Public Local Laws of Maryland, and exempting such
bonds from State, County and Municipal taxation in the
State of Maryland.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That no provision of this Act shall apply except to the
portions of the Maryland-Washington Regional District lo-
