This section shall not apply to Baltimore City and Balti-
more, Garrett, Caroline, Allegany, St. Mary's, Harford, How-
ard and Queen Anne's Counties.
The hours during which the privileges conferred by such a
license may be exercised shall be from 6 A. M. to 12 o'clock
midnight on every day except Sunday.

D. (Beer License, Class D (On Sale)—Generally. ) Such a
license shall be issued by the Clerk of the Circuit Court of the
County in which the place of business is located, and shall
authorize the holder thereof to keep for sale and to sell beer
at retail, at the place therein described, for consumption on the
premises or elsewhere, but no such license shall be issued for
any drug store. The annual fee for such a license shall be
Fifty Dollars ($50. 00) except in Garrett and Howard Counties
where the fee shall be One Hundred Dollars ($100. 00) and
shall be payable to said Clerk, before any such license is issued,
for distribution as hereinafter provided.
This section shall not apply to Baltimore City and Balti-
more, Allegany, Caroline, Carroll, Dorchester, Frederick, Har-
ford, Queen Anne's, Somerset, St. Mary's and Talbot Counties.
The hours during which the privileges conferred by such a
license may be exercised shall be from 6 A. M. to 12 o'clock
midnight, except in Prince George's County where the hours
shall be from 6 A. M. to 2 A. M. daily, in Howard County
where the hours shall be from 6 A. M. to 1 A. M. daily except
in the Fourth District where; the opening hour on Sunday
shall be 1 P. M. and in Garrett County where the hours shall
be from 7 A. M. to 12 o'clock midnight daily except on
Sundays.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.
