ing the Board of County Commissioners of Montgomery
County to determine by resolution the form of said bonds
or certificates of indebtedness, interest rates, and all other
details incident to the issuance, sale and delivery thereof;
exempting all bonds or certificates of indebtedness issued
hereunder from the provisions of Article 31, Sections 34, 35
and 36 of the Annotated Code of Maryland (1939 Edition)
and from the provisions of Section 224 of Article 16 of the
Code of Public Local Laws of Maryland; exempting from
State, County and Municipal taxation of the State of Mary-
land all bonds and certificates of indebtedness issued here-
under and the interest thereon; and generally authorizing
said Board of County Commissioners to take any and all
other action which in its discretion may be necessary or ad-
visable in connection with the acquisition, maintenance,
operation and control of off-street parking locations, au-
thorized by this Act; and describing the bounds of the
special taxing district herein created and authorizing the
said Board of County Commissioners to levy a tax therein
for the purposes in this Act provided.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-title and eleven new sections be and they
are hereby added to the Code of Public Local Laws of Mont-
gomery County (1939 Edition), being Article 16 of the Code of
Public Local Laws of Maryland, title "Montgomery County",
said new sub-title to be known as the "Silver Spring Business
District", and to follow immediately after Section 1039 of said
Code and Article, and said new sections to be known as Sec-
tions 1039A to 1039K, inclusive, of said Code and Article, and
to follow immediately after said new sub-title, and to read as
follows:

SILVER SPRING BUSINESS DISTRICT.

1039A. For the purposes of this sub-title the Silver Spring
Business District as hereinafter described, shall constitute a
special tax area or District and shall be deemed and taken to
comprise certain parcels of land within the 13th Election Dis-
trict of Montgomery County, namely: All the land and im-
provements thereon embraced within the following metes and
bounds: Commencing at a point on the Maryland-District of
Columbia boundary line at the intersection of the west side
of Georgia Avenue with the Maryland-District of Columbia
boundary line and running thence in a northwesterly direc-
tion along the said Maryland-District of Columbia boundary
line to its intersection with the southeast line of Newell Street;
thence along the said southeast line of Newell Street to a point
where said line intersects with the northeast line of Kenneth.
