sub-title to be known as the "Silver Spring Business Dis-
trict", and to follow. immediately after Section 1039 of
said Code and Article, and said new sections to be known
as Sections 1039A to 1039K, inclusive, of said Code and
Article, and to follow immediately after the said new sub-
title, providing for the creation of a special taxing dis-
trict located in the 13th Election District of Montgomery
County, and to place and define a special tax on both the
real estate and the tangible personal property located within
said district which is used or zoned for use for commercial
purposes, and upon the real estate within said district which
is used or zoned for use for industrial purposes, for the
purpose of acquiring by purchase, lease, or lease and pur-
chase, or by condemnation, lots, land or sites located within
or adjacent to or in the near proximity thereof to be used,
improved and maintained for the purpose of parking auto-
mobiles or other vehicles thereon; authorizing the Board of
County Commissioners of Montgomery County to administer
and operate such parking lots in any manner which in its
discretion may be for the best interests of the residents of
such special taxing district and of such other people who
may from time to time make use of such parking lots, in-
cluding the full authority and discretion in said Board of
County Commissioners to fix the time, manner, location and
cost of the use of such parking lots by any individual or
vehicle, and authorizing said Board of County Commission-
ers to install parking meters on any streets or highway with-
in said special taxing district and to fix, charge and collect
fees, and to regulate the manner and time of occupancy
for the use of any part of any such parking lot and to adopt
and enact ordinances from time to time setting forth the
operation of such parking lots and providing for the en-
forcement thereof; providing for the approval of the State
Roads Commission of Maryland before installing parking
meters on State highways; authorizing the issuance of bonds
and/or certificates of indebtedness from time to time by
the said Board of County Commissioners in an amount not
to exceed Eight Hundred Thousand Dollars ($800, 000. 00),
excluding any certificates of indebtedness issued hereunder
which may be replaced by bonds hereby authorized, which
bonds and the interest thereon and/or certificates of indebt-
edness and the interest on same shall be issued upon the
full faith and credit of Montgomery County payable pri-
marily from the proceeds of the special taxes authorized by
this Act; authorizing the County Commissioners of Mont-
gomery County to levy and impose unlimited ad valorem
taxes for the payment of the principal of and interest on
any of said bonds or certificates of indebtedness; authoriz-
