The said Supervisor shall possess substantial educational,
professional and business training and experience and shall
have demonstrated unusual executive ability in City or County
Administration or in private, professional or governmental
employment, or as a member of the Armed Forces of the United
States. He shall be a full time official and shall not accept
other employment or financial payment for services of any kind
other than the proceeds of any articles or books which he may
write for general public circulation.
268B. (a) The County Supervisor shall be the administra-
tive agent for and on behalf of the County Commissioners of
Montgomery County and it shall be his duty to supervise and
be responsible for the daily routine administrative functioning
of the "general executive and administrative departments,
offices and agencies under the jurisdiction of the said County
Commissioners, but nothing herein shall be construed to take
away the executive or administrative powers of the County
Commissioners, it being the intent of this sub-title to provide
for a more efficient and effective administration of the affairs
of the government of the county. Provided, however, that as
to merely daily routine administrative matters, the County
Commissioners may only express their advice or "declarations
of policy to the County Supervisor by formal resolutions ap-
proved by them and spread upon their minutes.
(b) The County Supervisor shall perform such other duties
as are hereinafter prescribed or as may from time to time be
required of him by formal resolution of the County Commis-
sioners.
268C. (a) The County Supervisor shall appoint all county
employees who are included in the County Civil Service Sys-
tem, such appointments to be made from the eligible list
established by the Civil Service Commission of the County in
accordance with the rules and regulations promulgated by the
said Civil Service Commission and approved by the County
Commissioners.
(b) Subject to the said rules and regulations so promul-
gated by the Civil Service Commission, the County Supervisor
shall have the authority and power to suspend or discharge
any of such civil service employees of the county, but shall file
with the Civil Service Commissioner the reason or cause for
any such suspension or discharge.
268D. The County Supervisor shall maintain regular and
publicly announced office hours at the Court House in Rock-
ville and at the County Buildings at Bethesda and Silver
Spring, but said Supervisor, the heads of the County Depart-
