gomery County are hereby authorized and directed to pay all
salaries and other expenses provided for in this section.

5. Each Board of Supervisors of Elections shall have an of-
fice and shall provide all necessary ballot-boxes, and ballots,
voting machines, registry books, poll books, tally sheets, cards,
forms and binders, stationery and such other supplies as may
be necessary and proper for the registry of voters and con-
duct of elections, and for every incidental purpose connected
therewith; and the expenses thereof shall be paid by the re-
spective County Commissioners or by the Mayor and City
Council of Baltimore, as the case may be. It shall be the duty
of the County Commissioners of the several counties and of
the Mayor and City Council of Baltimore to allow the reason-
able use of the public buildings in their respective counties and
in said city by the Election Supervisors thereof, to light and
heat the same for such use, and in all proper ways facilitate
them in the discharge of their duties as such Supervisors.

6. The Board of Supervisors of Elections in each of the re-
spective counties and in Baltimore City biennially shall select
for each election precinct in said county or city, as the case may
be, four judges of election, and for each election precinct in
said county or city, as the case may be, in which paper ballots
are used shall select two clerks of election, taking two of
such judges and one of such clerks from each of the two
leading political parties of the State; provided, however, that
no clerks of election shall be selected or appointed for any
precinct or polling place in which voting machines are used.
Beginning August 1, 1946, the judges and/or clerks of elec-
tions or registration selected in the years in which members of
the General Assembly of Maryland are elected shall be ap-
pointed before the first day of August of such years and the
judges and/or clerks of elections or registration selected in the
years in which the President of the United States is elected
shall be appointed before the first day of March of such years.
Each judge and clerk so selected must be a legal voter resid-
ing in the precinct for which he is selected; able to speak
read and write the English language, not holding any other
public office or employment and not a candidate for any office
at the next election; provided, however, that whenever all
three supervisors of the said city or county, as the case may
be, shall file in their office a sworn statement in writing
that suitable persons cannot in their judgment be secured
in any particular precinct for some of the offices to be filled,
such offices may then be filled by persons otherwise qualified
residing in another precinct of the same ward or in another
election district or precinct thereof, as the case may be.
Each Board of Supervisors may prescribe such rules or
