regulations as they deem necessary for determining the quali-
fications of persons selected for judges or clerks of elections,
and may require their attendance before said board for ex-
amination with respect thereto. Each Supervisor shall have a
veto upon the proposed selection or nomination of any such
judge or clerk; and if in any case, in consequence of such veto,
the Board of Supervisors cannot agree upon an appointment,
then the Supervisor or Supervisors belonging to the political
party entitled to be represented by such judge or clerk shall
name three eligible persons from whom the other Supervisor
or Supervisors shall select such judge or clerk.

7. Each person selected as judge or clerk of elections by
any Board of Supervisors in the year in which the election
for members of the General Assembly is held shall, unless ex-
cused by the Supervisors for good cause, be appointed and
shall be bound to serve as such officer until the last day of
February of the year in which the next election for President
of the United States is held. Each person selected as judge
or clerk of elections by any Board of Supervisors in the year
in which the election of the President of the United States is
held shall, unless excused by the Supervisors for good cause,
be appointed and shall be bound to serve as such officer until
the last day of July of the year in which the next election for
members of the General Assembly is held. The Board of Super-
visors in making such appointment shall designate the persons
intended by them to represent each political party. It shall be
the duty of the Board of Supervisors to examine promptly into
any complaints which may be made to them with reference
to the fitness or qualifications of any person so appointed, and
to. remove any such judge or clerk whom they shall find to be
unfit or incompetent. Any vacancies in such office of judge
or clerk shall be filled by the respective Boards in the manner
hereinbefore prescribed. After their appointment, such judges
and clerks shall appear at the office of the Board of Supervisors
and shall each take and subscribe the oath prescribed in Article
1, Section 6 of the Constitution, before one of said Supervisors
and receive their commissions; provided, however, that in the
discretion of the Board, except in Baltimore City, such oath
may be taken and subscribed, upon forms to be supplied by said
Board, before any officer authorized by law to administer
oaths, upon receipt of which form duly executed the Board shall
issue such commissions.

8. In the City of Baltimore, in the year 1946, and there-
after, the Board of Supervisors of Elections shall have power,
in their discretion, to fix the compensation of judges of elec-
tions at not more than fifteen dollars a day, which compensa-
tion shall be paid by the Mayor and City Council of Baltimore.
