actually served by him, to be fixed by the County Commis-
sioners of the respective counties or the Mayor and City Coun-
cil of Baltimore City, as the case may be.

4. (a) The Boards of Supervisors of Elections of the sev-
eral counties shall have power to appoint and to remove
such clerks, registrars, voting machine custodians and deputy
custodians, stenographers, and other employees, including
such temporary assistants, as may be necessary from time to
time, and to prescribe their duties and fix their rank. Ex-
cept as provided in Sub-section (c) of this section, the said
Boards of Supervisors of Elections shall also have power
to fix the number, salary and compensation of all such em-
ployees which salary or compensation shall be payable by the
respective County Commissioners of each county, as the case
may be; provided, however, that the total amount of compen-
sation so paid shall not exceed in any one year the total
amount appropriated for the use of the said Boards of Super-
visors of Elections.

(b) Beginning with June 1, 1945, the Supervisors of Elec-
tions of the City of Baltimore shall have a chief clerk at a
salary of thirty-nine hundred dollars ($3900. 00) per annum,
an assistant chief clerk at a salary of thirty-nine hundred
dollars ($3900. 00) per annum, two registrars at a salary of
thirty-three hundred dollars ($3300. 00) each per annum, two
clerks at a salary of twenty-nine hundred dollars ($2900. 00)
each per annum, one clerk at a salary of twenty-four hundred
dollars ($2400. 00) per annum, two clerks at a salary of
twenty-three hundred dollars ($2300. 00) each per annum,
thirteen clerks at a salary of twenty-two hundred dollars
($2200. 00) each per annum, four clerks at a salary of two
thousand dollars ($2000. 00) each per annum, a custodian of
voting machines at a salary of twenty-four hundred dollars
($2400. 00) per annum, three deputy custodians of voting
machines at a salary of twenty-two hundred dollars ($2200. 00)
each per annum, three typists at a salary of fifteen hundred
dollars ($1500. 00) each per annum and a stenographer at a
salary of nineteen hundred dollars ($1900. 00) per annum.
Nothing in this section shall be so construed as to prevent
the said Board of Supervisors of Elections from requiring any
of the above mentioned employees to perform such duties as the
said Board may, in its discretion, deem advisable. The said
clerks, and in the City of Baltimore, the chief clerk and the
other employees above enumerated shall be appointed by the
respective boards of supervisors and shall be removable by
them in their discretion except that in Baltimore City one of
the registrars shall be appointed by the member of the board
who shall have been selected from the political party opposite
